The DHS has painstakingly built up the ESTA project to guarantee that only people who are ineligible to travel to the United States under the Visa Waiver Program or those whose travel would represent a law issue, or security threat are rejected for travel approval. While the ESTA web page provides a link to the DHS Travel Redress Inquiry Program (TRIP) website, there are no guarantees that a request for a review through DHS TRIP will resolve the Visa Waiver Program ineligibility that brought about a candidate's ESTA application to be denied.

You should note that Embassies and Consulates will not provide information regarding ESTA grievances or resolve the issue that created the ESTA refusal. Government offices and Consulates have the capacity to handle an application for a non-outsider visa that, if endorsed, will be the main way that a traveller, whose ESTA application has been denied, can be approved to travel to the United States.
